❌ Short answer: 

No, clients do not have to open or reply to boosted proposals. Boosting only increases your visibility, but it doesn’t guarantee a response.

However, ✅ Upwork currently refunds the extra connects spent on boosting if your proposal isn’t opened—though this policy could change anytime.
